Back in 2013 fresh out of school, some friends and I took a stab at the traffic and public transportation problem in Metro Manila, Philippines. We focused specifically on buses. After even years later, I think it’s time to declassify. There are definitely things I would do differently if I were to do this again today. But hey, “all models are wrong, but some are useful.” I consider this useful in that it deconstructs well the bus problem in The Metro.
Here’s the gist:
Problem:
-
Current commission-based pay structure incentivizes drivers to fight for passengers on common routes.
-
Operators try to field as much buses as possible because of low barriers to entry.
Solution:
-
Have a single bus operator with coordinated operations all over the Metro.
-
Implementing #1 will allow for fixed pay of drivers, and also allow for coordinated investment in infrastructure
Challenges
-
Current bus operators are going to strongly push back. The solution should not kick them out, but instead integrate them in a new form of business.
-
It is capital-intensive.
-
It will require strong political will.
